If 192.168.2.9 is a Linux Mint system, including if it's "victor-ThinkCentre-M58p" itself, that's to say that you will need to on it run that sudo apt-get install openssh-server command so as to install the SSH server on it. Unless 192.168.2.9 is in fact that same system "victor-ThinkCentre-M58p" that you are trying to install things onto, i.e., unless it was just intended as a test, that system 192.168.2.9 reporting "Connection refused" is saying, well, that the machine 192.168.2.9 is refusing the connection that there's nothing to be done on "victor-ThinkCentre-M58" but only on 192.168.2.9.
